It is a kind of strange yet charmed trajectory.
Essentially a felon smuggler and a murderer. But he performed the follow deeds that made him an absolute legend:
1. Was involved in the improbable rescue of Princess Leia from the Death Star, was one of only three humans to make it out alive. Leia just happened to be the highest ranking politician involved in the Rebellion (via her father in the Senate and her essentially taking his place), it would be like Nancy Pelosi secretly being a top antifa captain.
2. This rescue caused the death star plans to be delivered to the Rebellion, with its weakness revealed. A huge victory for the rebellion that quite literally turned the tide of the war between the Empire and the Rebellion.
3. Han was also involved in the attack on the Death Star (kind of weird, he was basically flying a really fast cargo ship into battle against the most advanced fighters in the galaxy) and performed heroically
4. He gave Luke the assist in destroying the entire death star, and thus literally saving the lives of the entire Rebellion (preventing the Death Star from destroying the entire planet where the Rebellion was situated), when he shot Darth Vader's ship in the death star trench. legendary stuff
For this he and Luke were both awarded the highest honor in the rebellion.
By the time of the events in Return of the Jedi, Han Solo had obviously spent a bit of time in the rebellion and had reached the rank of commander (he is referred to in the film as captain a time or two, but he was a commander at this time). This is also around the time that his sexual relation with Leia begins. Don't forget that he was also the person who risked his own life to find and save Luke on Hoth, the only person who spent the night outside of the base at night.
Somehow he only becomes a general rank after he is rescued from Jabba's lair. This part is never explained but it is obvious that it has to do with (1) his relationship with leia and (2) the prestige that he had attained through multiple legendary deeds acting on behalf of the rebellion

The Rebellion was a startup company. Get in at the right time, make a couple good plays, BOOM! You're the CFO.
Oh, Lando has some management experience. He helped rescue Han? Make him a general and put him in charge of attacking the Death Star.

Lando was an interesting case as well.
Former criminal, turned highly effective capitalist. He probably managed tens of thousands of people in Cloud City.
Keep in mind that he threw it all away to double cross Darth Vader and (again) save Princess Leia. Obviously the Rebellion views her as a key component, and extra brownie points are given to anyone who helps her out.
Not only that, but Han and Leia obviously put in the good word for him.
Kinda bullshit that he rose so fast but it is what it is. Also bullshit that Lando outranked Luke Skywalker by Return of the Jedi (Luke was still a commander IIRC). and Luke was the most valuable member of the Alliance
but you have to wonder if Han and Lando's "general" rankings were more ceremonial, as Han was leading a small assault team on Endor and Lando was leading a small strike force on the death star, not usually a task designated to real generals.

I just consider general as an "honorific" title in Star Wars in practice, and also a squadron of fighters is somewhat like a cavalry charge.

Maybe it was just a field promotion to a rank suitable for commanding what was technically a ground campaign.
There was also like a three-year gap between eps IV and V, during which he might've done a lot. In Empire, he seems like the only guy willing to take charge and get shit done while everyone else is whining about frozen tauntauns and speeders.
