If a new system is rolled out that takes away property taxes, you can only get the property without property taxes by buying the property. So if you hold the property you're grandfathered in with property taxes, whereas if you buy the house the property comes without property taxes. This would also keep also keep property taxes listed on homes in trusts. Also, property tax relief would apply to buying a second home or landlord owned properties.
