A man with a high-powered rifle opened fire on two police officers while they were eating pizza in their patrol cars outside Cleveland on Wednesday and then shot a third officer who responded, in what the authorities described as an ambush.

The gunman was shot and killed when officers returned fire, Michael Failing, the acting police chief in Lorain, Ohio, said at a news conference on Wednesday.

Two of the officers, both of whom were shot several times, were taken by helicopter to a trauma center in Cleveland, and another officer was being treated for a gunshot wound to the hand, Chief Failing said. Jack Bradley, the mayor of Lorain, said the two officers who had been airlifted were in critical condition.

The police said the gunfire erupted around 1 p.m. near an industrial park in Lorain, a city on the shore of Lake Erie about 33 miles west of Cleveland. Two of the officers had just bought pizza and were parked side by side in their patrol cars on a dead-end street when the gunman targeted them, the authorities said.

“He was laying in wait and opened fire with multiple rounds at both of the officers, who were sitting in their vehicles,” Chief Failing said.

The gunman, a 28-year-old man from Lorain whom the authorities did not name, had an arsenal of weapons with him, the authorities said.

“I have no idea who he is, and I don’t care,” Chief Failing said.

The police department in Elyria, Ohio, a neighboring city, was brought in to investigate the shooting because officers were involved, a common practice.

“This is a difficult day for the Lorain Police Department and the law enforcement community,” James Welsh, the Elyria police chief, said at a separate news conference.

Rebutting some initial news reports about a possible second gunman still being at large, Chief Welsh said that was not the case and that there was no danger to the public.

Gov. Mike DeWine of Ohio said in a statement on Wednesday evening that the shooting was a reminder of the dangers law enforcement officers face.

“I have been briefed on the horrible officer-involved shooting in Lorain, which appears to have been a targeted attack on law enforcement,” Mr. DeWine said.

Updated information on the conditions of the officers was not immediately available.

The incident is “very fluid,” said Steve Irwin, a spokesman for the Ohio attorney general’s office. Mr. Irwin said the office was assisting local law enforcement agencies.

In social media posts on Wednesday, elected officials condemned the violence.

“There is no place for this kind of violence in our state or country,” Senator Jon Husted of Ohio, a Republican, wrote on X.

Bernie Moreno, Ohio’s other U.S. senator, wrote on social media that his team was monitoring the situation.

“Attacks on law enforcement are unacceptable,” Mr. Moreno, also a Republican, said.

Lorain has a population of 65,330 people, according to census data. The Lorain Police Department has about 100 officers, Mr. Bradley said.
