Gorsuch seems against Trump - from SCOTUSBLOG:
"Gorsuch: "We're tired of this legislating business. We're handing it all off to the president. What would stop Congress from doing that?"
"Gorsuch: "What would prohibit Congress from abdicating all responsibility to regulate foreign commerce—or, for that matter, to declare war—to the president?""
"This is the worst sign yet for the SG. If he's going to win, he needs Gorsuch firmly in his column. I think this non-delegation line of questioning is a big problem for the government."

The problem is that would mean Congress can’t delegate its War Powers either which would be hugely problematic considering Congress has not declared war since the 1960s
