We had someone in our neighborhood who literally lifted their house to expand the crawlspace upward into a basement/first floor. Not sure what the costs were for that, but it was interesting.

No. They lifted the house off the foundation about 5 feet and inserted new framing. The new first floor was half in the ground and half above it.
