90% of them are idiots. that's why they talk the way they do: "the suspect approached the vehicle moving in a forward direction at a slow rate of speed. i then proceeded to utilize my feet at a faster rate of speed to apprehend the individual and then detained him" etc. they are fucking stupid and know they are, so they try to use a lot of words that don't sound the way that people talk in order to mask it.
