Gasoline for passenger cars isn't really relevant in the bigger picture. Diesel and jet fuel is the key and the amount of available diesel per capital has basically been flat since the mid-to-late 2010s. Diesel is unbelievably essential to a productive economy. And with the per capita supply remaining relatively flat for years, it means there is less of the essential fuel needed for real economic growth.
