by traveling back in time and showing Doc all this new technology that doesn't exist yet, he's giving Doc a headstart that would dramatically accelerate the development of the time machine, so the first successful run won't be that same night when the Libyans attack. It would probably be more like six months after the DeLorean came on the market. Doc would be lined up to buy it because he knew about decades beforehand

nah the stainless steel was a good move from a long term planning standpoint. Motors could be swapped easily. It only had to do 88

He could have built the time machine out of a 1957 Chevy, and he would have still needed the plutonium to power it. Plausibly, he couldn't get his hands on any until 1985 no matter how hard he tried.

he trades the plans for the time machine to Khrushchev for some plutonium, leading to a Command & Conquer: Red Alert like future

Stainless steel would resist oxidation better. You can take it to any era in the past, stay there as long as you like and not worry about it getting rusty. All cars were shitty and slow in the early 80s and the high performance cars were unreliable.
