furthermore, how is it that a country like el salvador had a murder rate of 112 per 100,000 in the mid-2010's (one of the highest ever formally reported to the UN by a nation-state outside of a war), but collapsed below 2 within a decade?
a generic formula would be something like this: latinx criminality is a function of racial admixture plus certain 'trigger' factors which become active within, specifically, the amerind/mesoamerican portion of that admixture.
meaning that mesoamericans are capable of both relative peace and extraordinary (and sustained) violence. they are zealots for their particular cacique (chieftan). if the chieftan tells them to go to war, they will go completely apeshit berserk.
the role of cacique can be occupied by any sufficiently willful and stern-handed power. this includes colonists, local warlords/gang leaders, or national leaders, depending upon the circumstances. mesoamericans evolved under the whip-hand. they are probably temperamentally similar to the ancient egyptians.
note that cuba's admixture is mostly african, but it manages to keep crime under control through a forceful state which can inflict rapid punishments which frighten africans, specifically, into compliance.
this also explains to some degree why ecuador's anti-crime program has not been as successful as that of el salvador - once bukele became the ultimate cacique, the other salvadorans fell in line quickly. el salvador is probably around 75-80% mesoamerican and 5% african. ecuador is much less amerind and much more african, which changes the equation. honduras is similar in this respect. |

they need strong men at the top with dictator-level powers over the specific realm of criminal policy. that's how they would get pacified in theory.
to the extent that the US or western nations threaten sanctions for leaders not allowing shitlib 'judges' to run the judiciary, it only makes crime worse. |

the soviet push in the 60's/70's to install moscow-friendly leaders was mostly doomed. it had success in cuba and nicaragua, but everything else sputtered out, often in absurd or destructive fashion, like the annoying hemorrhoids of violence represented by the colombian militias. el salvador itself took around 100K KIA in population of 4.8 million during its civil war. to no particular end aside from a UN-monitored peace accord which included shitlib 'judiciary reforms' which crippled the state's capacity to kill gangbangers.
a fundamental problem is that reformist/anti-regime elements ended up recruiting from the criminal classes. venezuela got wrecked by this kind of coalition. chavez's clients included the gangs in the hills around caracas, and his government was never able or willing to restrain them. the hit to venezuela's GDP was enormous over time. truckers could not reliably deliver food from rural farms to the cities without fear of being roadblocked and hijacked.
and this ties back into the overall racial component, since you need a firm hand against crime and criminality to keep these kind of societies functional. fidel castro, bless his heart, managed to avoid this problem by recruiting a lot of disaffected zealots who were both outside of the criminal classes and who had been alienated by the havana regime. he did not have to pull a hugo chavez and let criminals run the show. |

this goes back to the spanish colonial era. even though spain claimed california, spaniards never even knew about a gigantic mega-feature like mt. shasta, because they never sent exploration teams, because they didn't fucking care. some catholics built missions along the coast, and that was that.
independent mexico inherited all of these tendencies. mexico did not have surveys of its own claimed land. foreign settlers from the eastern US got into mexican land before mexican authorities ever did, with quite a lot of eventual consequences.
when modern cartels got going in the 1960's/1970's, the central government barely cared. this was NOT a 'shitlib' government in any traditional sense; it outright massacred uppity students near the imperial core. but it was too centralized and lazy to exert effective control over its fringes.
this neglect can intermingle with modern SJW-style 'criminal justice' policies which are amplified by international pressures. brazil, for instance, significantly reduced its maximum penalties for crimes like murder in the 1980's, after its dictatorship was ousted.
this was applauded by 'the international community.' it was asinine and destructive in actual practice, which was not hard to predict based on brazil's demographics.
in this sense, el salvador may be the first test-case for something approaching a data-driven crackdown on crime. bukele didn't just tell his soldiers to go kill everyone; he had computers. |
