Most cruise missiles carry decoy targets which they release as they fly over high ADA regions. Supposedly some of the early Russian missile strikes in 2022 included completely inert iskander missiles whose explosive payloads were substituted entirely by decoys. This allowed them to fire volleys and have significantly more decoys to overwhelm air defenses, exactly as you suggested.
