I think one of the problems are there are such wide and varying interpretations of some of the relevant regulations and sub-regulations which inform the ultimate legal executive analysis undergirding the transitional efforts to bridge the former and current enforcement regimes. There needs some type of legal-exigetical effort introducing complex and strong interdisciplinary scholars to the problem in order to appropriately gauge and develop responses to it and I understand Princeton is pushing forward and effort on this with support from both the Democrats and the GOP, but because of the complexity of the approach it may not be ready to roll out until close to Labor Day, although gauging hold and reserve efforts (smaller scale scholarly debates and seminars around the country) may be used to bridge the gap.
