Double-click DisableSearchBoxSuggestions, set its value to 1, and click OK.
Restart your computer or restart the Explorer process (via Task Manager: end explorer.exe and run it again) for changes to take effect.

You can create a virtual machine, give it access to a usb drive and boot the windows installer off that drive.
