Then you sabotage or snipe/bomb the repair crews. They are costly to replace, and the job will be seen as high risk. |

They'd have to clear the whole area before they could even begin laying down new tracks. The derailed train cars themselves would be inside Ukrainian territory, so they could be looted (surely they'd be full of weapons and ammo and cash/diamonds) and repurposed.
