the Fireman in the palace in the Endless Ocean is the balanced world of Film and the unified field of Transcendental Meditation that Lynch pulls his ideas from.
the Black Lodge and the Convenience Store is the world of lowbrow TV tropes and Mike + the Arm are plot devices that know they are plot devices informing a TV show. Same with the Woodsmen, they are all meta and self-aware about their position "behind the red curtain" of a TV show.
BOB is born after the nuclear test launch and represents the new zeitgeist of lust for lurid violent television entertainment that always resolves itself in the end for "closure". Audiences and the studio demanded closure from Lynch and he was forced to reveal Laura's murderer, killing the show and proving his point about the lack of balance in television.
In the Return, The Fireman (Lynch) sends Laura Palmer to the TV world from the Film world to restore balance to televison and the zeitgeist. This is Lynch trying to drill his point home one last time, but the Return is ultimately giving the audience what they asked for while also showing them what a hollow experience it truly is (the scene in episode 17 at the sheriff's with Freddy and the green glove).
There's a lot more to it than that, but such is the jist.

I refuse to believe this just because it’s so tragic. Self-referential “art” is so homo. Like anybody who writes a song about the radio needs to kill themselves.
I want to believe lynch had bigger thoughts.
