His feuds with Shawn Michaels and Steve Austin, as well as his heel turn (when Austin didn't tap out, but passed out) were amazing. Him, HBK, and The Undertaker basically kept WWF afload during the mid-1990s before The Attitude Era kicked off.
He knew how to carry a match and tell a story effectively. Even his old feud with his brother Owen (RIP) was great.
He never had the pure charisma of Austin or The Rock or HBK, but he brought a pretty complete package to the table.
Without him, there is no Attitude Era IMO. Who else could've worked with Steve Austin the way Bret did in the mid-90s? As you read this, I am sure you are picturing Austin's blood covered face as he passes out while refusing to tap to the Sharpshooter.
