There is just no reason to staff an embassy in Haiti, because it just becomes a target and waste of manpower to guard. Pull out, leave them to their own devices, send back any "refugees" who try to come to the USA. Biden was right decades ago when he said that if Haiti just sank into the Caribbean nobody would miss it.
