That delay tells you there was a lot of fighting going on. There were Afghan dudes saying "John Kirby told us they were leaving, so we thought you knew too" to their CIA handlers. The CIA handlers needed to frame the story in a way that didn't make them look like the asses. But military times includes the quote from Kirby saying "we sure as shit told the Afghans all about it"
