committee would select and seed 16 teams, with no automatic bids

after the first round, committee would select 8 teams based on a holistic evaluation of record and strength. first round performance would be taken into account but would not be determinative, and the committee could even select a team that didn't play in the first round. this would continue each round until two teams played, and then the committee would select the champion

here's my proposal for a 16 team CFB playoff:

there are currently 16 schools in the SEC, so each one of them will get a seed in the playoff every year
