15%+4%niit is what most uppermiddle class people in usa pay. That's slightly lower than spain,portugal, France (30%). But all it takes is for the next president to equate cap gains/dividends to ordinary income..
Greece has 0%, croatia 12%, Bulgaria 10%.

It should be equal to income rates and step up just like income taxes do as your gain increase.
Also, any unrealized gains should be taxed once you pledge it.
