The letter is such a pile a shit that I can only assume it refers to her behavior in the workplace. For that matter, government employees have 1st amendment rights in the workplace (yeah), so in order for the charge to stick they need to explain what rule she broke.
It's also unclear why she's not being given notice and and an opportunity to respond. I assume she's probationary, though again the letter should make that clear.
