And/or you only get one transfer (or, at minimum, only one before you need to sit out a year)
And/or put some teeth in NIL deals so the player needs to buy his way out of it
And transfer window should be in the late spring/summer only (i.e., between academic years)
And eligibility should be strictly enforced at 4 playing years plus 1 red shirt year

If you had a commissioner who cared about the health of the sport, the answer would be easy -
Every team has to report their NIL expenditures
If you transfer from a team with a lower NIL budget to a higher budget, then you sit out a year
If you transfer to a lower tier school, you can play right way
---That way players don't get blocked and get a chance to start, but Ohio State and Alabama don't get to view every other school as their minor league farm systems
