Use of cervical traction devices - I have one for before bed thats the Saunders model, and one thats a neck brace style I can drive while wearing. Helps quite a bit, but only while in use plus 15 minutes after.
Electric shock feeling down right arm, various types of other pain in right arm- dull, sharp, burning, and a feeling of circulation cut off in my hand. Neck pain on right side.

Also my right side is 40% weaker. Pullups, push-ups, and muscle hardness all 40% reduced.

1. Cervical typically improves without surgery.
2. How long have you been weaker?
3. Does it feel like a herniated disc or just a pinched nerve?
4. If externally rotating your right shoulder and looking left (or doing the reverse) helps it, your traps are very tight and you should get a massage, and probably go to a physical therapist and have them dry needled.
5. If you have bad neck posture, you should strengthen whichever muscle is in an abnormally lengthened position.

It started with overhead pressing 65lb in each hand (did not work up to 65, just started there), was my first effort to work out and like the 10th time I did it, I fucked something up.
Two days later, it was healing almost back to normal, and I did a single decline pushup and snap! I collapsed in pain, was nearly paralyzed. It's been improving slowly since but its already been 2 weeks.
No idea if its a disc or nerve.
However. This was technically a reinjury- 2 years ago I was rear ended in traffic by a Hino truck. That's caused 4mm disc displacement which never healed. The pain im feeling in my neck is on the same place, plus the arm and muscle weakness.

Well, it's a nerve. Radiculopathy is always a nerve, only question is whether a bulging disc is compressing it or something else is.
The pop and immediate sharp pain aligns more with misaligned vertebrae + some disc degeneration and poor posture than it does a herniated disc, imo.
I've benefited a lot from seeing a solid chiro (look for sports medicine focused guys, not hippie homeopathic guys) for nerve issues in back. Fixed pinched nerves from highschool basketball and lots of neck / lower back issues from Army.
Imaging may be worthwhile so that you have a clearer casual picture. Much easier to treat if you don't have to guess the precise cause.

My C4-C8 are all destroyed. Tai chi and stretching every day. Moderate NSAIDs, use of course but I was on the path to destroying my stomach lining before I said fuck that shit I'm too young for that.
Smoke / ingest weed and microdose shrooms. Fix posture and core strength. Reduce inflammation including reducing beef + nightshades / alcohol, if possible. Not saying don't eat meat, I try for lamb or other meats if avail, still eat steak regularly. But once a week will still increase your inflammation enough to hurt your spine and ligaments.

Seriously tho, try hanging from a pull-up bar for as long as you can a couple times a day for two weeks. Report back, and plan on doing it the rest of your life to be mostly pain free.
I have cheap one that wedges in the door frame of my laundry room.

Have you tried foam rollers?
I use 2 at a time (smaller under cervical, bigger under lumbar) to get into a zero gravity position and let my arms hang for 30 seconds
Also roll back and forth and feel my spine "popping" back into place
This feels more effective than the pull up hang which I also do
