Sony developed it as a completely novel project, not tied to any pre-existing IP. During the pandemic they decided it made more sense to sell it to Netflix for production costs plus $20 million.
Netflix is going to make billions and billions off it and completely owns all the IP, except music (live theatre/toys/merch/theme parks/etc.).
