Based on your criteria, Copenhagen is the obvious answer.
Stockholm is neat, but it's not the cheapest. Norway is the most expensive, followed by Sweden, and then Denmark.
Copenhagen is probably the "trashiest" of the Nordic cities, but in a good way. People drink to excess and the party culture is fun. CoL is reasonable. CoL in Stockholm or Oslo would be much higher. In Oslo, ridiculous in fact. I think I paid $22 for a 6 pack of beer there. Most people in Norway buy a lot of shit from Sweden bc it's cheaper.
Stockholm has a fun underbelly, a rave culture. But it mainly tries to LARP as an "important" EU city where "important" decisions get made. Whatever, okay. Cool old town.
Copenhagen is just fun, people party and drink on the streets but things still work well. Just more relaxed. And yeah, Christiana is a big hippie enclave with lots of drug use out in the open. People share, it's cool.

early 30s bro travelling alone to copenhagen. where should i stay.
im thinking about 2-3 weeks. i want the following:
upscale
30s yuppies
cluster of bars/clubs
safe - no foreigners
oslo wasnt too bad in terms of CoL. some things were more expensive, some things were cheaper. but ive already conquered it so i want to check out the rest of scandinavia

Sounds like you'd probably like Indre By, which is the main city center. Copenhagen isn't that big. It's the most upscale part of town, but I might add (with a few exceptions) the least interesting. For example, Nyhavn, the famous harbor, is just another tourist trap now. Beautiful, to be sure, but rather bland.
I like Norrebro - more multicultural but interesting sites and a bit grittier, but plenty safe. Interesting bars and amazing food. Cooler crowd, IMO.
