The Judiciary Act of 1789 created the Office of the Attorney General which evolved over the years into the head of the Department of Justice and chief law enforcement officer of the Federal Government. In matters of exceptional gravity or importance the Attorney General appears in person before the Supreme Court. I have no idea. That is the point of the thread. The AP says that Holder is going "to meet with federal law enforcement authorities investigating the police shooting of an unarmed teenager" and that he "recently authorized a federal autopsy on the body of Michael Brown."
How does he have authority to order autopsies? How does he have authority to control police investigations? He is a fucking attorney tasked with bringing lawsuits on behalf of the United States.
This is a state police power issue, through and through.

Right, he can prosecute crimes.
He can also travel there and tell what cops to do? Does he control how the National Guard responds to the rioters?

Holder can, on a whim, hale any asshole in that town into federal court on a civil or criminal charge. And by any asshole I mean cops, rioters, local politicians—anyone. He also just happens to be tight with the president, who wields tremendous political power and could literally destroy any one of these assholes careers, and probably their lives, particularly if they happen to be in politics or government. And that's just the first couple of things that come to mind.
You really can't understand why some rinky dink local authorities would fear the attorney general of the fucking united states?
