There was a firefighter on CNN last night talking about the force of water and just how hard it is to do anything in. Like at 3mph it exerts 20lbs of force on you, and at 6mph it quadruples. So by the time you have actual fast moving water, there's really no way for someone to resist the water at all.

I don't think it's necessarily that these people can't swim, as much as that they're getting swept away by the current and then pwnd by a storm drain or something else where they wind up getting held under water. All it'd take is for you to get swept into some debris and knocked out, and then you wake up pinned under a telephone pole or something and it's game over.

Horrible way to die:(
