at my old firm the models was that Partners bring in business and senior associates and of counsel manage it....definitely some of counsel are specialist, but lots aren't.

not at my old firm. Of Counsel weren't lockstep, so senior associates often made more, especially with bonus.

And the non-specialist of counsel billed a ton of hours.
