people in wealthy areas of latin america can live just fine. I'd sure as shit rather be rich in mexico city or buenos aires than beirut and have to worry about getting blown up every five years

Your level of personal safety is ridiculously lower in Latin America than in the nice Gulf countries.
The King removed gasoline subsidies in Saudi. Result? The commoners quietly went along with it.
The democratic government of Mexico did the same for its gasoline subsidies. Result? Death threats, rioting, looting, and attacks on military convoys.

Meanwhile, the Saudi royal family continues to re-tool the petro-subsidies instead of making everything a handout. Yes, government development funds still underwrite everything but it's done smarter. You go to a government office now and there are far fewer employees and the ones there are more likely to be doing their jobs.
The Saudi foreign reserve and balance of payment situation has stabilized and is doing better. More stalled projects are approved this year.

Agreed that the government makes it less chill to live in a place like Iran but they will generally leave you alone unless you're a vocal political activist or dissident journalist.
There are A lot of places to hike in Iran brother and it's very safe. It's a very geographically diverse place too...you've got mountains, deserts, forests, beaches....everything you need.
In Guatemala I was told to avoid hiking in certain areas because local bros with machine guns would be waiting to mug or kidnap foreigners. I'm sure there are more chill places in Latin America where that wouldn't be an issue at all though.
To be fair, Im sure I'd enjoy life in Colombia or Brazil despite the crime
