Certain jobs in CA have retardedly high amounts of pay + benefits. Firefighters are a big one, although like everything else it's mostly boomers who benefit, because they have seniority and therefore hoover up all of the overtime.
Various city attorneys and county counsels also get paid very well, but the ones bringing in 300k+ are boomers as usual swindling the taxpayers out of money.

depends on the city probably as to how much gets farmed out vs how much stays in house. but there are a ton of things in any city that are often partially or totally in house:
general guidance on complying with regs
most litigation
hr / employment stuff
drafting / negotiating leases, union agreements, etc.
zoning and ordinance compliance
