I think that's at least some indication that they all might be intoxicated, including the driver. Even if it's not enough to detain them, it's totally reasonable to hang around and make sure everything is ok if they're willing to speak with the cop.
Also, imagine how the scene would look if it was a dude in the driver seat and two girls who wouldn't wake up. Now realize that this is 2017 and you can't assume ZHER sexuality and therefore the cop needed to make sure that ZSHE didn't drug the two passengers with plans to rape them. |
