recruiting services don't cover HS players in midwestern and other rural areas very well. the population density is too low to make coverage economic, and unlike the south there aren't that many large camps for players in rural areas to get exposure. hence, coaches at D1 schools in sparsely populated states, out of a combination of groupthink and the CYA mentality of failing conventionally, give preference to third or forth tier recruits from the sunbelt, which have been rated by recruiting services, rather than players in their area that may be as good or better, but haven't been adequately evaluated by recruiting services. case in point: Kansas has almost entirely stopped recruiting in the state of Kansas outside of some big name KC recruits, and gets most of its players from the lower rungs of the texas HS scene. their head coach was hired primarily b/c of his relationships with Texas high schools, not b/c of any other major qualifications (he had been a WR coach at TAMU). as a result, players that had been getting schollies (or encouraged to walk on) at places like Nebraska, Kansas, etc. are now going to North Dakota State. Wyoming is now starting to hoover some of those players up, too, and is improving dramatically as a result

Tuition at most of the Ivies is basically free if you come from a middle class or poor family. It's not the money. It's the fact that a) the top talent can't meet their admissions standards, nor come anywhere close to doing so, and b) as a result, the schools have no momentum. Even if a five star recruit wanted to attend an Ivy (and there may be one doing so for all I know), the basic problem is that they wouldn't be on track to get to the NFL. They wouldn't get the top tier competition from other great players, they wouldn't get the best coaching, and they wouldn't get the TV exposure.
Also, the top players wouldn't fit in with the campus culture if they did get in.
Another, lesser factor is that it is brutally cold in the Northeast, especially for guys from the South. Yes, lots of those guys end up playing for NFL teams in the same area, but why not delay it for a few years?

Way too many people on a football team for Harvard to ever field a good one. They can be competitive in basketball and hockey because those teams are much smaller.
Harvard's willing to sneak in 1-2 basketball players each year who might not meet their usual admission standards but to do so for dozens of football players is a different ask.

Then why be in FCS? They could easily drop to D2 or D3?
Also, they don't do poorly against other FCS teams.
