“We’ll see at the end of the day what’s in it, but overall I think I’d support it,” Heller said. He said slashing Obamacare’s Medicaid expansion or its growth rate should be a nonstarter.

It's a procedural vehicle to get the bill to committee so that the House and Senate work together to determine what will actually be in the final bill to be voted on. It's a punt. The skinny repeal only removes the mandate and the medical device tax but leaves the subsidies and the Medicaid expansion in place. The Senate would pass it to just get to committee. They don't want the House to actually pass it.

Yes, it's a punt. But they can say that they are on their way to repeal. The sneaky thing that Paul Ryan and the uber-cons in the House can do is threaten passage of the skinny repeal if the Senators in committee don't give in to their demands. Passage of the skinny repeal could crush the private insurance markets (no mandate but still subsidies and pre-existing condition coverage).

Yeah, the final bill would go to House and senate for another vote after committee. Not sure of who will be on committee. The House could just vote on skinny repeal immediately though and no other votes and no committee would be necessary.
