I feel like Philly or Baltimore might be most appropriate though. Still in a major tech corridor generally... also near a lot of population centers... but not sky high cost of living.

DC would probably be the best city by far but housing costs are high.

they're not going to go to regions/cities that are handing them massive subsidies because those are poortowns no one wants to live in. of the cities that have the culture, agglomeration opportunities, and educated workforces they need are maybe five or six. austin might win because it's not that far a flight/fewer time zones away.
