Hart: Law is a set of propositions backed by the threat of coersion, and so are just those propositions made by whoever controls the power to coerse
Dworkin: laws are the set of right answers to textual gap-filling that interprets the corrosive intuition in its best light.
Obviously doesn't pin down the issue very well. But it was years ago.
