they actually don't even need to do that. all congress has to do to negate mueller's firing is subpoena him to testify before congress about everything his investigation found (same thing he was going to do anyway) and any crimes he found would just get prosecuted by ordinary US attorneys.

the FBI would also likely continue the investigation (remember, it started as an fbi investigation and muller was appointed specifically to continue the investigation that comey confirmed to congress was taking place) and any additional evidence the FBI finds would get referred to federal prosecutors
