Speaking purely from a practical point of view, isn't training people to not take offense potentially a more viable solution to the harassment problem than trying to change behavior? People like to reject this idea on moral grounds about responsibility, etc., but if we're just trying to solve the problem of psychological harm created by other people's behavior, eliminating the feeling of being offended is a legitimate solution. We may still need to prohibit favoritism and behavior that has functional job consequences, but that is not the main criticism about creepy behavior.

Additionally, psychologically speaking being a victim allows one to disassociate ones own failures and shortcomings from ones own actions and thinking and place the blame externally and those demonized or sympathetic to victims can placate feelings of guilt or seek reassurance and acceptance via virtue signaling to absolve them of bad feelings or gain a sense of moral superiority. Psychologically it’s sick, self-reinforcing and appealing to many people.
