They leave gaping holes in capabilities for the other side to fill in. For exampe -- China does not build ASW helicopters or field attack helos in quantity so as not to threaten Russia and Russia in turn builds nuclear submarines but no blue water combatants in the Pacific to not step on Chinese toes.
