there was a famous textbook example about the meaning of a "poem" involving a bit of text from a late-1800's geometry guide. someone discovered that one of the book's sentences could be formatted so that it followed the same rhyme-scheme as "in memorium" by tennyson:
"And hence no force, however great,
Can draw a cord, however fine,
Into a horizontal line
Which shall be absolutely straight."
that's the same meter as:
"I hold it true, whate'er befall;
I feel it when I sorrow most;
'Tis better to have loved and lost
Than never to have loved at all."
but yet, the geometry text is not really a "poem." it could plausibly be part of a larger poem, but by itself, it's not very meaningful, because it lacks a grander narrative.

As it will be in the future, it was at the birth of Man --
There are only four things certain since Social Progress began --
That the Dog returns to his Vomit and the Sow returns to her Mire,
And the burnt Fool's bandaged finger goes wabbling back to the Fire --
And that after this is accomplished, and the brave new world begins
When all men are paid for existing and no man must pay for his sins
As surely as Water will wet us, as surely as Fire will burn
The Gods of the Copybook Headings with terror and slaughter return!
