- Get an 8700k
- You can get a gray market Windows Pro key off of eBay for like $6
- I would get a bigger SSD, get an MLC NVMe drive.
- I would get more RAM

It's not that hard to get them at near-msrp. Just set an alert on nowinstock.
I bought a GTX 1060 for $250 just a couple weeks ago, and I see a ton of 1080ti's going in the $775 range:

Do you still have an .edu account? Sign up for UNiDAYS account and they give you 20% off Samsung products. You can get the 250GB 960 EVO NVMe for $108 and the 500GB one for $180. Like the guy above mentioned, the NVMe is 100% worth the price difference.
Noctua coolers are the best, but be Quiet isn't bad.
Get the 8600K. You'll save some money vs. the 7700k, it's better than the 7700k and it's not worth the $$$ to upgrade to the 8700k.
Get at least 1,000 watt power supply.

Seriously wait for the next iteration of intel chips later this year. 10 nm and the spectre and meltdown vulnerabilities will be fixed. If you absolutely need a basic machine right now buy a cheapo celeron rig for the time being, maybe something like a nuc that you can convert into a media server once you build your main rig. If you're interested I can get you a w10 pro license for $20.
