President Donald Trump on Monday increased pressure on top U.S. trading partners, saying he will only lift planned tariffs on steel imports if Mexico and Canada sign a new version of the North American Free Trade Agreement, or Nafta.

“Tariffs on Steel and Aluminum will only come off if new & fair NAFTA agreement is signed,” Mr. Trump said in a morning tweet.

The broad duties on steel and aluminum that Mr. Trump announced on Thursday haven’t been imposed yet, and senior officials said Sunday they don’t expect key partner countries such as Canada and Mexico to be excluded. Those two countries and others were exempted when former President George W. Bush imposed broad steel tariffs in 2002.

The EU and several other leading trading powers have won a temporary reprieve from punitive US tariffs on steel and aluminium, in a last minute move that averts a clash between Washington and its traditional allies.

Robert Lighthizer, the US trade representative, confirmed to US lawmakers on Thursday that President Donald Trump had decided to “pause the imposition” of tariffs on the EU and some other countries to allow time for negotiations to continue.

The decision, which comes only hours before the 25 per cent tariffs on steel and 10 per cent tariffs on aluminium take effect, will mean that the measures will not be applied to imports for the EU, Canada, Mexico, Australia, Argentina, Brazil and South Korea, Mr Lighthizer said.

Non-exempt countries will be included in the tariff plan that is set to come into effect shortly after midnight US time. 

The announcement came as EU leaders, meeting in Brussels, were discussing how to respond to tariffs and to Mr Trump’s broader protectionist agenda, which has stoked fears in Brussels and other European capitals of a breakdown in transatlantic co-operation.
