It's insanely expensive and disruptive to "treat", especially in the field. The military bans people from joining with all kinds of minor-ish medical difficulties that *aren't* voluntary (flat feet, allergies, etc.)--why should something this disruptive acquired intentionally be any different? Heck, missing testicles are disqualifying if lost to an injury; what's the difference if you lopped them off on purpose?
This doesn't have to be a moral thing. It's just nuts (no pun intended) to encourage the accession or retention of those with what amounts to a major, lifetime medical condition.
