No its not a big deal. Foreign policy is complete flame. There is no "foreign policy." All of the doctrines and training and theories are flame. America like every other country just reacts to current events and makes it up as we go along.
Sometimes good things happen like the fall of the berlin wall and we can look back and create a narrative about how our foreign policy helped cause it, and sometimes bad things happen and we look again to our foreign policy.
