Rosenstein is still not as bad as some of the worst actors in the DOJ though. He recommended Comey's dismissal and is now referring the Trump Campaign FISA abuse case to the IG.
It could've been worse, Rosenstein seems to be one of the relatively more professional bureaucrats.

But Comey also said that Rosenstein would not fire special counsel Robert Mueller if ordered to do so by Trump, since Rosenstein “has an opportunity in overseeing Bob Mueller to restore some of his professional reputation.”"
Every Organized Group has a weak link, that link for this cabal was Rosenstein (Rosenstein probably really wanted Hillary to defeat Trump and was furious at Comey, coup be damned).
The "palace coup" was supposed to be executed by Comey. He was supposed to unleash all the information we have now about Prince, the Trump Tower meetings, etc. in a report sometime in mid-2017 and this would've precipitated impeachment.
Trump firing Comey delayed the investigation by a few months and allowed Trump to build up alliances in the GOP.
None of this information was supposed to come out. The investigation was supposed to be much more private.
Mueller has been trying to salvage what he can out of the investigation by taking as many scalps as possible to justify its existence in broad daylight.
Moore winning the GOP nomination in the AL senate race spooked Establishment Republicans into realizing that there would be a political price to pay for opposing Trump. Bannon immeasurably helped Trump with this task. He got Corker and Flake out.
Ryan wanted to pass tax cuts, entitlement reform, etc. w/ President Pence, now that the latter isn't happening, he's packing his bags after giving donors the former.

Sessions had an ethical duty to inform Trump of his plans to recuse himself from the Russia investigation while Trump was considering him for AG. He didn't do so.
After Rosenstein's politics became known, Sessions said he would quit if Rosenstein was fired:

Nunes Says He Won't Meet With DOJ Officials Until Docs Handed Over
House Intelligence Chairman Devin Nunes will refuse to meet with Justice Department officials until they hand over documents connected to an FBI source who spoke with Trump campaign aides in 2016 about Russian interference in the election, The Hill reported on Sunday.
The California Republican accused officials in the Department of Justice of leaking the information after he and South Carolina GOP Rep. Trey Gowdy did not agree to an offer from DOJ officials to answer the congressmen’s questions in a briefing on Friday.
Earlier this month, Nunes had threated DOJ officials with contempt of Congress if they did not release documents connected to the source that he has subpoenaed, CNN reported.
Following that threat, DOJ officials briefed Nunes and Gowdy a few weeks ago.
The congressmen called that a "productive discussion," writing that "The officials committed to holding further discussions of these matters, and we look forward to continuing our dialogue next week to satisfy the Committee's request," according to the Washington Examiner.
But the controversy became more heated after that as reports circulated that that the FBI source may have been a plant to spy on the Trump campaign for investigators.
The DOJ then offered to brief the congressmen again on Friday since not all their questions were answered, but Nunes and Gowdy refused.
"Now if you look at what happened on Friday night, probably the mother of all leaks, of all time, to two major newspapers, that came out Friday night. Now, had Mr. Gowdy and I went to that meeting, you can bet they would have tried to pin that on us," Nunes told Fox News Channel's "Sunday Morning Futures."
President Donald Trump announced on Sunday that he will demand the Justice Department investigate if the FBI sent a spy into his presidential campaign for political reasons.
