I don’t really know where you get this impression. I lived in JC 10 years ago when only downtown was livable, but since then way more area inland has gentrified and even journal square (which is more turd than black) is getting luxury high rises. As a poster above pointed out, it will take far longer to dislodge the ghetto areas around westside ave, etc, but that’s a pretty out of the way part of the city.

this is mostly the answer. remember that jersey city is large. newark and jersey city kinda sprawl into each other. there are nice parts of JC, all by the convenient public transit, and it's possible the extension of the light rail will spruce some parts up (ie--jersey city heights by union city will be completely unaffordable pretty soon). but there are some projects that make parts SUPER shitty and reflect on the schools which can be pretty shitty as well.
