Well that depends. If he is trying to concoct a conspiracy after the fact, so that Weissmann can cobble together an indictment with enough platitudes on "collusion" to sound legitimate, it could take a very long time.

If he were investigating an actual crime, rather than "completing a counter-espionage investigation" (as you point out), then he should be able to do it in about 10 months. This is about how long the FBI took to investigate and clear Hillary Clinton. Keep in mind, this "counterintelligence" investigation began in early 2016. Mueller has a team of 20+ lawyers and a budget of $20+ million. At this point, it is clear Mueller's only hope is to create the appearance of a conspiracy by interviewing 100+ people, and then stringing together attenuated bullshit to find evidence of a "crime" under one of the many exceedingly broad federal statutes.
