I would walk into a home goods store of some kind, maybe Wal Mart, go right to the cheapest thing, then MAYBE move up from there. That's my go-to strategy.

But those perpetual sale things are just because the price was raised, then lowered.

I also don't like being told what to buy. It's almost never just "Everything in the store is 20% off" unless they raised prices by 25% shortly beforehand... it's "yeah that funky crap over there is 20% off". These sales aren't charity. A lot of it is loss leaders.
