That could definitely be a DC thing, but have also found that it's less geographical than it is company-specific. And some people respond to that. When I was a junior I had someone call me in and tell me what I was fucking up (not just substantively, but in terms of interacting with others) and really appreciated that I didn't get in trouble over it and had the chance to fix it. If the junior just doesn't care then it doesn't really help, though.

I know this will be difficult for you, but try to avoid awkwardness when writing the emails. Assume a friendly, conversational tone, referencing his assignments in general terms and the target completion time. If he continues to shirk his assignments, increase the specificity of your description of his assigned tasks.

Only after you have a giant stack of emails clearly and unequivocally demonstrating that he is avoiding his responsibilities and you have personally spoke with him on multiple occasions about your concerns should you voice a complaint to someone higher up. He may try to flip the narrative on you, but you will have documented everything up to that point. Regardless, if it does blow up, your manager will likely have every bit as much disdain for you as he dos for the kid. From your managers perspective, you will be part of the problem since you could not properly address it without getting him involved.
