I wouldn't conclude that there was no "conspiracy" when the investigation is still ongoing. In fact, Mueller's investigation shows many of the elements of a typical organized crime investigation in which the "boss" is the primary target and underlings and those in the boss's inner circle are prosecutors' initial targets. You roll them up (often on unrelated stuff) so they give you info and testimony on the boss's crimes. He's gotten a lot of pleas and convictions so far. That's often the only way you get to your target, because the target is so heavily insulated from the criminal conduct that he's directing or benefiting from that you'll never be able to nab him otherwise.
You're drawing a conclusion where one is not in any way merited. You should really take a wait and see attitude.

Oh lordy you guys are a hilarious bunch. I said in an earlier post that an investigation into white collar and/or organized crime could take years. In the post offered in OP I described a simple pattern that would explain why a target would not be initially charged. We obviously don't have the whole picture. There's a lot of speculation, a hell of a lot of redactions in court filings, and evidence of strange and improper contacts with russian agents by some who were very close to Trump.
Let's take a wait and see approach. Don't prejudge. Don't be a clown like Rudy.
