except people living near the Baltic Sea in the last 7,000 years.
working assumption: it was rapid skin color changes as an adaption to severe vitamin D deficiencies.

I'd be shocked if sexual selection, favored offspring selection and social selection did not have substantial roles to quickly spread the genes.
For example, they've done studies and people will treat a little kid better and think much more highly of a little kid if the kid has blond hair. And it's universal across cultures, implying it's innate rather than socially learned.
Also, genetic studies have shown that rates of blondness have increased a lot over the recent centuries in areas with little to no immigration / emigration. So if it were not for mud people moving, it's likley that Europe would have kept getting more and more blond -- probably just up until some point though.
