First, there's no guarantee they'll be in a position to do it any time soon. Second, they're signaling that the GOP needs to do it pre-emptively to avoid having it happen to them. Third, they made one of these rule changes (getting rid of 60 vote majority for judicial nominations) back when they held the senate and it later helped the GOP get 300 federal judges appointed.
